  • Overview

    Oversee the centralized testing and monitoring function to support the AML/Sanctions Risk Management Team.  

    Responsibilities

    1. Develop, manage, and modify the company’s quality assurance monitoring and testing program as part of the AML Sanctions team. Develop a multi-year strategy for monitoring and testing activities across the business line functions.
    2. Conduct independent quantitative reviews of models developed within the FCRM Organization
    3. Provide challenge of conceptual soundness, reasonableness of model output, implementation and any other relevant modelling aspects impacting fit-for-use.
    4. Work with managers to develop an appropriate validation plan to provide effective challenge commensurate with the level of model risk.
    5. Produce documentation of effective challenge process and materials to support committees in review and decisions.
    6. Ensure all record keeping requirements are met.
    7. Provide oversight and guidance to independent reviews performed by more Compliance test analysts.
    8. Act as Validation Manager responsible for final output of effective challenge performed by more junior team members
    9. Take primary responsibility for validation efforts for model areas where assigned ‘Validation Lead’ role.
    10. Work with senior leaders and model owners as a credible second line of defense.
    11. Guide stakeholders through relevant governance aspects of FCRM Controls.
    12. Contribute to the overall Control Assurance of FCRM.
    13. Provide assessments of overall AML / BSA Controls.
    14. Plan and drive all aspects of the testing and monitoring process, e.g. number of observations/transactions tested using sampling techniques; daily, weekly, monthly, quarterly, and annual testing schedules for types of transactions and activities by business units and functions. Review testing methodologies and risk rating criteria as needed.
    15. Design and run tests on processes and activities to identify gaps and opportunities to minimize losses to the organization. Test that controls are working to limit risks inherent in the processes and industry.
    16. Maintain awareness of industry updates specific to frequency and types of fraudulent AML activities, regulatory requirements, and related issues and incorporate updated and detailed testing to capture incidents and protect Bancorp systems, processes, procedures, and transactions.
    17. Integrate and implement AML/Sanctions monitoring and testing elements into the overall risk/compliance program within the company working closely with TPRM team.
    18. Develop, update, and maintain MIS monitoring and tracking reports which extract data from day-to-day processes. Identify patterns and trends in the testing results and make recommendations for mitigation strategies.
    19. Prepare detailed test findings and reports to improve and enhance risk assessments. Present reports to senior leadership across the organization. Provide advice, guidance, and recommendations on practices to improve testing and monitoring protections.
    20. Review tests and assessments performed by TPRM, analyze reports and findings, and coordinate reviews with business line and partner organizations to improve future testing results and enhance security of clients, partners and processes.
    21. Develop close working relationships with business groups throughout Bancorp acting as a test and monitoring consultant to support improved quality and controls on activities. Work with business lines as needed to develop comprehensive compliance testing per the AML/Sanctions program requirements including the business operations roles and responsibilities as well as the corporate roles and responsibilities.
    22. Manage the AML Sanctions Testing team. Interview, hire, set high performance standards, and manage team performance in accordance with all applicable HR policies and procedures. Create a flexible and energized work environment, fostering an atmosphere that enables employee trust and engagement. Inspire confidence and motivate others to perform at their best. Develop and coach staff while effectively addressing performance issues.
    23. Perform other related duties as assigned.

    Qualifications

    Education/Experience:

    • An undergraduate degree
    • A minimum of 7 years related compliance testing and quality assurance experience

     

    Other Qualifications:

    • An independent decision maker, able to make time-sensitive assessments and to discuss complex regulatory issues with senior management
    • Understanding of regulatory concepts including, but not limited to, the Bank Secrecy Act, Office of Foreign Assets Control sanctions, and the USA PATRIOT Act
    • Interface with business counterparts to obtain information related to their client's transaction activity
    • Work with internal groups including legal, audit, risk to ensure consistent understanding of requirements
    • Investigative experience with international regions and multinational corporations
    • Strong written and verbal communication skills
    • Exceptional research and analytical skills
    • Strong working knowledge of AML Sanctions quality assurance and testing programs
    • In depth understanding of commercial and pre-paid banking industry
    • Excellent verbal, written, and interpersonal communication skills
    • Ability to manage a team with multiple and/or shifting priorities and produce professional and accurate work under time constraints.
    • A team player able to work effectively in a team fostered, multi-tasking environment
    • Proficient in Microsoft Office suite, e.g. Excel, PowerPoint, Word, Outlook
    • Position is required to travel
